Germany’s Regulatory Spotlight
Germany is quickly becoming a focal point for gambling regulation. The GGL hosted delegates from Austria, Switzerland, and Liechtenstein on 8–9 October to exchange insights on gambling laws, enforcement, and player safety.

The discussions coincided with Germany’s review of its State Treaty on Gambling, expected to finish by the end of next year. Attendees examined criminal law applications, regulatory challenges, and the controversial impact of lootboxes on children in the gaming industry.
Addressing Problem Gambling and the Black Market
Player protection, especially in sports betting, was a central theme, with regulators analyzing illegal betting in amateur sports and proposing improved safeguards. The European Commission’s CEN markers for gambling harm were also highlighted as tools to enhance cross-border collaboration.
GGL plans to implement stronger identity and income verification for players, though some experts warn that this may unintentionally fuel the black market, which currently controls 35% of Germany’s gambling activity offshore. The regulator is also exploring IP blocking measures, taking cues from Switzerland’s effective enforcement strategies.
Ronald Benter, CEO of GGL, noted that cooperation with European regulatory bodies helps fight illegal gambling, monitor licensed providers, and prevent addiction while sharing Germany’s regulatory expertise with neighboring countries.
