Legal Framework: President Lula Inácio Da Silva signed Bill PL3626/23 into law in January 2024, establishing the groundwork for regulated wagering.

Political Delays: The bill followed years of amendments and resistance, including former President Jair Bolsonaro’s refusal to legalise online betting.

Regulatory Oversight: Brazil’s Prizes and Betting Secretariat (SPA), under the Ministry of Finance, is responsible for ensuring fair and transparent operations.

After years of anticipation, the launch officially took place on Wednesday, with licensed operators now free to accept online casino and fixed-odds sports wagers.

A Competitive and Thriving Market

Brazil’s newly regulated market has quickly attracted global attention, with both local and international operators eager to capitalise on the opportunity.

The SPA has granted 67 wagering licenses, including 15 definitive and 52 provisional, with each operator paying a $4.8 million subsidy.

Companies like Betano, Betsson, Sportingbet, and Superbet lead the charge, alongside U.S.-linked brands such as LeoVegas (via Boa Lion S.A.), FanDuel’s Betfair, and the UK’s bet365.

Brazil projects to generate approximately $338 million from authorisations alone. Over 1,100 sports betting and casino websites are already operating legally in the country.

The competitive landscape is heating up as operators vie for a slice of Brazil’s massive and rapidly growing gambling market.

Marketing Strategies with a Global Flavour

As the market opens, operators are pulling out all the stops to establish their presence in Brazil, with some using creative and globally inspired campaigns.

For example, earlier this year, BIG Brazil prepared for the launch of its Caesars Sportsbook-branded platform in Rio de Janeiro with a creative and high-profile promotional campaign. A striking visual element featured a Brazilian flag placed in the hands of the iconic Julius Caesar statue outside Caesars Palace.

This effort is part of a broader relationship between BIG Brazil and Caesars, further solidified by their role in hosting the World Series of Poker in Brazil. By bringing the world’s largest poker tournament to the country, Caesars has successfully positioned itself as a trusted name in Brazil’s burgeoning gambling market. These initiatives reflect a strategic approach to gaining market share in what promises to be one of the most lucrative iGaming landscapes globally.
